Congressional Reform Blog Sunwater’s Director of Legislative Studies, Dr. J.D. Rackey, recently provided public testimony to the U.S. House of Representatives’ Committee on Appropriations—Subcommittee on the Legislative Branch. His testimony will be included as public witness testimony for the Subcommittee’s upcoming FY24 Members’ Day Hearing. Rackey discussed how an improved casework management system that aggregates anonymized data across the institution would improve Congress’s ability to engage in evidence-based oversight activities and improve outcomes for the American people. He also spoke on the importance of funding for the Modernization Initiatives Account which is used to support numerous improvements to Congress’s internal operations making the institution more effective and efficient.
